Historical Politics and Law

The traditional KiKiallus political organizations were informal and simple but seemingly effective. They were a small group of morally autonomous people that didn’t have formal laws. The aboriginal KiKiallus were self-governing by rules of moral conduct and free of outside influence.

The pre-contact of Euro-American leadership patterns with the KiKiallus people was much different than that later documented around the time of the Treaty of Point Elliott. It was not until contact with the Colonial Settlers, around the Treaty-era, were the KiKiallus documented to cluster together into larger entities, later termed “tribes” by their European oppressors. Prior to forcing the indigenous inhabitants, there was no political organization that Europeans understood, but in reality, the KiKiallus have always lived a very democratic and aristocratic lifestyle. Over the years, mostly due to the continued oppression and discrimination by the European Settlers, the KiKiallus were forced to adopt some of the European organizational forms and structures such as courts, enforcement agencies, councils, written records, and land records.

Modern KiKiallus Nation Government

The KiKiallus government structure today consists of a Tribal Council of 10 -12 members which act as the legislative body of the Nation. The executive powers rest with The Chief, who is typically appointed by the prior Chief upon his resignation. The Chief has ultimate veto and decision-making authority.

The KiKiallus Nation Allied Court acts as the judiciary body for the nation. The Court is managed by the Chief Judge, the Clerk and Recorder, and the Tribal Court Administrator. Please contact the Tribal Court Administrator (smartcourt@kikiallus.is) or the Clerk (clerk@kikiallus.is) should you require assistance with summons, tickets, an upcoming appearance, or filing of documents.

Central Records Bureau

There are several functions of the court, which are similar to most governmental organizations. There is a Central Records Bureau, which is responsible for recording and digitizing all data important to the functioning of the nation. Whether you seek court decisions, citizenship records, confederation documentation, or recording of land trust title, they are most likely held here.

Sovereign Oversight Board

The court also appoints and approves members of the Sovereign Oversight Board, which is responsible for the regulation and enforcement of entities licensed under the KiKiallus Nation. This includes licensed financial institutions, insurance providers, loan originators, and other professions usually requiring a license. They have a primary enforcement authority and work in cooperation with the KiKiallus Marshalls and Camp Police to protect the interests of the Nation and its citizens.
